This comprehensive plan was prepared to provide very specific recommendations for a complete rewrite of the borough’s zoning ordinance. It identified 15 neighborhoods with similar streetscape, density and land development characteristics – which was primarily based on their historic period of development. The plan recommended two zoning approaches: one for infill development which would allow existing characteristics to determine “infill” development design parameters, and one for “growth areas” – which should provide much more detailed design criteria to ensure new development complements the borough’s existing character and streetscape qualities.
